Chief Technology Officer

Large Telecommunications Company is seeking a Chief Technology Officer.
Mission/Core purpose of the job:
The Chief Technology Officer is responsible for network engineering, planning, development, testing, optimisation and level 2 support; issuing engineering guidelines for the design, development and implementation of the radio and fixed access, core network, IP & transport, OSS, mediation and service platforms; defining standards, methodologies, tools and applications relevant to network design and planning; monitoring and optimising network quality KPIs; and ensuring scouting, analysis and testing of new technologies to support business evolution.
Key activities and responsibilities:
Internal Perspective
- Define the evolution strategy for all network domains, aligned with business objectives
- Select network planning, optimisation and monitoring tools
- Enable E2E network automation through a closed loop architecture
- Oversee design and implementation of Telco Cloud Infrastructure for virtualised and cloud native network functions
- Ensure level 2 support for timely fault identification, root cause analysis and resolution
- Ensure successful implementation of new technologies across the network
- Oversee provider relations, monitor SLAs and direct provider services
- Define architecture and functional capabilities to enable Network as a Service
- Accountable for technical specifications overseeing network design, implementation, capacity expansion and security
Financial Perspective
- Drive shareholder return by aligning technical evolution with the business scorecard
- Champion business process reviews to drive at least 5% year-on-year budget efficiency
- Champion contract negotiations to reduce cost and drive value creation
- Propose and control the network performance and monitoring budget
Customer Perspective
- Serve customers and provide solutions that improve customer experience
- Promote cross-functional workflow and company-wide knowledge sharing
- Improve Net Promoter Score
- Drive customer-centric transformation initiatives
Stakeholder Perspective
- Deliver business value through strategic partnerships and alliances
- Manage the ecosystem through effective stakeholder management
- Maintain a public persona of accountability and good corporate citizenship
- Establish and maintain effective relationships with key stakeholders and decision makers
People (Learning & Growth) Perspective
- Continuously develop skills in a versatile, evolving digital landscape
- Identify, evaluate and track development needs and performance of divisional staff
- Coach and mentor the network team

Education:
4-year tertiary qualification and a Masters in Technology Systems (Telecommunication Management / Information Technology) or MBA
Experience:
- Minimum 15 years' experience
- At least 5 years strategic management experience in a Telco or Digital Business
- At least 3 years' experience in relevant sector/industry
- Experience working in a global/multinational enterprise with a good understanding of emerging markets
